The recent signing of the Electoral Amendment Bill into law marks a significant milestone in South Africa's electoral history. This bill introduces several key reforms aimed at enhancing the electoral process and promoting greater political participation, such as:


  • Independent Candidates: The bill allows independent candidates to contest national elections, opening up opportunities for individuals who do not align with political parties.

  • Revised Seat Allocation: The bill revises the formula for allocating seats in the National Assembly, potentially leading to a more proportional representation of political parties and independent candidates.

  • Electoral Reform Consultation Panel: The bill establishes a panel to consult on further electoral reforms, ensuring ongoing evaluation and improvement of the electoral system.


While these reforms hold the promise of a more inclusive and representative democracy, several challenges and concerns have been raised. Critics argue that independent candidates may face significant disadvantages compared to political parties, particularly in terms of campaign resources and media exposure. Ensuring that voters understand the implications of the new electoral system and the role of independent candidates will be crucial, yet difficult and the successful implementation of the bill will require careful planning, adequate resources, and effective coordination between the Independent Electoral Commission (IEC) and other relevant stakeholders.


Youth participation in elections is essential for a vibrant democracy. However, various factors, such as disillusionment with politics and a lack of civic education, have hindered youth voter turnout.


To address these challenges, it is crucial to:


  • Promote Civic Education: Implement comprehensive civic education programs that empower young people with the knowledge and skills to engage in the political process.

  • Engage Youth in Policy-Making: Create platforms for youth to participate in policy discussions and decision-making processes.

  • Provide Opportunities for Youth Leadership: Support youth-led initiatives and organisations that promote civic engagement and social change.


In partnership with Friedrich Ebert Stiftung, Youth Lab hosted a Policy Conversation to unpack the various amendments and what it means for young voters.
